What is 911?
911 is the telephone number that provides direct access to police, fire and medical assistance and initiates a coordinated response.
The role of the 911 Emergency Communications Department is to provide the public with competent, timely and effective emergency and non-emergency public safety communication services.
They operate and maintain the county's Public Safety Answering Points, also referred to as PSAP in Duluth and Virginia, Minnesota, the rural addressing functions, and many county-wide public safety radio communications networks. These elements combine to form the "911 System", which provides coordinated law enforcement, fire, and emergency medical services to all St. Louis County residents.
The 911 Division answers more than 252,302 requests for assistance annually, dispatches 185 public safety agencies, and functions as the central point of coordination for all county emergency warning services.

One was located at the Midway site near Virginia and an additional PSAP in the Duluth area. The two centers provided services to the North and South regions of St. Louis County in a way that developed a high expectation for quality service among our citizens, visitors, and emergency service providers.
Advancements in technology and economic challenges have created an environment conducive to consolidating the PSAP's. The ARMER system allows radio dispatching to be completed from remote locations. New 911 phone systems that are internet protocol based have created the ability to route calls to a variety of backup call taker locations. Demand for data to operate our systems placed a greater need to locate PSAP's with data capacity in mind. GIS technology has reduced our reliance upon local knowledge and paper maps.
The State of Minnesota has encouraged the consolidation of PSAP's across the state. After a thorough assessment, it was determined consolidation was feasible for St. Louis County. Creating one regional communications center in St. Louis County will save over $700,000 in infrastructure upgrades alone. It will also ensure that we can afford to continue investing in the highest quality technology to provide excellent 911/dispatch services. |
What Changed In 2011?
Of the 147,152 emergency 911 calls received for Duluth, Virginia, and the consolidated 911 call center 118,968 calls or 80.8% were answered within 1-5 seconds.
This accounts for more than 244,044 calls (911 and non-emergency) answered by the St. Louis County call center which consolidated in November of 2011.
For the period of January to October there were 129,815 calls to the Duluth call center. 95.6% were answered in less than 10 seconds.
For the period of January to October there were 79,023 calls to the Virginia call center. 96.9% were answered in less than 10 seconds.
In November the Duluth and Virginia call centers combined into a consolidated 911 Center. During the November to December time period, there were 35,206 calls. 93.2% were answered in less than 10 seconds.

What Happened Then In 2010?
Of the 145,145 emergency 911 calls received for Duluth and Virginia, 117,697 (81.1%) were answered within 1-5 seconds.
This accounts for more than 157,026 calls (911 and non-emergency) answered by the Duluth call center and more than 94,568 (911 and non-emergency) calls answered by the Virginia call center.
Of the 157,026 calls to Duluth, 94.8% were answered in less than 10 seconds.
Of the 94,568 calls to Virginia, 98.6% were answered in less than 10 seconds.

How Did We Do In 2009?
Of the 120,143 emergency 911 calls received for Duluth and Virginia, 82.1% were answered within 1-5 seconds.
This accounts for more than 160,281 calls (911 and non-emergency) answered by the Duluth call center and more than 92,021 (911 and non-emergency) calls answered by the Virginia call center.
Of the 160,281 calls to Duluth, 95% were answered in less than 10 seconds.
Of the 92,021 calls to Virginia, 99% were answered in less than 10 seconds.
St. Louis County 911 serves 185 jurisdictions with law enforcement, emergency medical services, ambulance and fire.
The County maintains two emergency communication centers in order to always have a back-up should the main call office be unavailable due to technical difficulties. |
