St. Louis County received $54,536,596 in American Rescue Plan Act (ARPA) funds. The County Board and staff developed a conceptual framework of how best to use these funds to help citizens and communities within St. Louis County.

Critical Infrastructure Investments

Road improvements, sustaining our scheduled levels by filling gaps in state aid funding caused by economic impacts of the pandemic
Expansion of broadband access to rural communities
Construction, technology, and broadband access to improve county road maintenance and transfer station facilities
Needed upgrades to community water systems
Customer-experience improvements at high-traffic county facilities

State of the Art Landfill Leachate System

Improvements to the County's landfill to capture and treat pollutants, including Per- and polyfluoroalkyl substances (PFAS)

Youth Investments

Coordination with local school districts to reverse the impacts of the pandemic on learning & attendance through Check & Connect program
Improvements to local school buildings
Enhancements to youth recreation facilities across the county
Investments towards maintaining and expanding childcare
