St. Louis County received $54,536,596 in American Rescue Plan Act (ARPA) funds. The County Board and staff developed a conceptual framework of how best to use these funds to help citizens and communities within St. Louis County. All APRA funds St. Louis County received have been committed to address the following needs:
- COVID-19 Response
- COVID-19 Recovery
- County Expenses relating to COVID-19
- Water, Sewer, and Broadband Infrastructure
- Economic Development, Public Works, and other projects
- Youth Recreation
- School Buildings
ARPA funds are required to be used to respond to the COVID-19 public health emergency and its economic impacts through four categories of uses:
- To respond to the public health emergency
- Addressing its negative economic impacts
- Serving the hardest hit
- Improving access to water, sewer or broadband infrastructure
ARPA funds may NOT be used to:
- Offset a tax cut
- Deposit in pension funds
- Bolster rainy day funds
- Pay debt service
