Family Homeless Prevention Assistance Program (FHPAP)
FHPAP is funded through the Minnesota Housing Finance Agency (MHFA, also known as Minnesota Housing). FHPAP assists families with or without children, single adults and unaccompanied young people (ages 18 – 24) who are unhoused or at imminent risk of homelessness.
The purpose of the program is to support a comprehensive system to prevent homelessness and to assist people experiencing homelessness. The goals of FHPAP are to:
- Prevent homelessness
- Minimize the number of people who are unhoused
- Eliminate repeated episodes of homelessness
In St. Louis County, community has established that FHPAP be utilized for rent, deposits, and utilities to support households obtain stability who have experienced a crisis that led to risk of homelessness.

Identify St. Louis County, MN resident needing financial assistance to maintain housing stability.
You will be referred for agency support to determine eligibility and next steps.
Be prepared to provide income verifications and Property Owner / Manager information to verify location and past due or deposit required.
- Deposit assistance - if Homeless or Doubled-Up status
- Rental assistance - need Property Owner letter of past due with intent to evict notification
- Utilities assistance - need shut off notification
Referrals will be made for follow up information if eligible for assistance.
