Driveways & Culverts

New Driveway Construction

• A St. Louis County Driveway Permit is required to construct a new driveway or to modify the width of an existing driveway on a county road. Click here to access the St. Louis County Driveway Permit application.
• The property owner is responsible to construct a new driveway in accordance with the St. Louis County Driveway Permit. If required by the Driveway Permit, the property owner is responsible to purchase the culvert. The culvert must meet the requirements included in the Driveway Permit. St. Louis County does not sell or provide culverts.
• New driveways shall meet the following width requirements:
  • Residential driveways shall be a minimum of 20 ft
  • Commercial driveways shall be a maximum of 32 ft
• The St. Louis County Driveway Permit includes a refundable deposit in the up-front fee. This deposit will be refunded once the driveway has been constructed and inspection approved by St. Louis County.

Existing Driveways

• St. Louis County is responsible to maintain private driveway culverts. Maintenance includes culvert repair or replacement, ice removal (steaming the culvert) and ditch maintenance to ensure adequate drainage.
• The property owner is responsible to maintain the surface of their driveway. A St. Louis County Driveway Permit is not required to maintain the driveway surface.
• If a county road is reconstructed or resurfaced, St. Louis County may resurface private driveways to the right-of-way limit to ensure the driveway is level with the new roadway surface.
